Oregon voters will decide on May 19 whether to repeal a gas tax increase passed by the state's Democratic-controlled Legislature, as affordability concerns take center stage in political campaigns across the country.

The referendum comes as gas prices have reached $4.50 per gallon nationally and average about 80 cents more per gallon in Oregon, driven by disruptions in the oil industry related to ongoing international conflicts. The timing has complicated Democratic messaging strategies that focus on cost-of-living concerns.

The disputed legislation raises Oregon's gas tax from 40 cents to 46 cents per gallon and includes increases to vehicle registration fees and a payroll tax for transit projects. The funds are intended to pay for road improvements and address projected declines in transportation revenue as more drivers adopt electric and fuel-efficient vehicles. If implemented, Oregon would tie with Maryland for the eighth-highest state gas tax in the nation.

Republicans successfully gathered 250,000 signatures to place the repeal on the ballot, far exceeding the required 78,000. They have framed the tax increases as adding to residents' financial burden during a period of elevated costs for housing and groceries.

Democratic Governor Tina Kotek acknowledged the challenging timing, telling reporters that "everyone is feeling a pinch on their household budgets." She and other Democrats have attributed the current gas price spike to international conflicts and suggested federal gas tax relief as an alternative solution.

Voters interviewed at Portland gas stations expressed mixed views. Some supported the tax increase despite personal costs, citing the need for road improvements, while others opposed additional taxes during a period of financial strain. The outcome will provide insight into how affordability concerns influence voter decisions on infrastructure funding.
