George Lusby attended Wymondham College in Norfolk and came from what was described as a stable family background. According to testimony at the inquest, Lusby was bullied at school about his red hair and distinctive appearance.
The inquest heard that drug dealers subsequently groomed Lusby, exploiting his vulnerability. County lines operations typically involve criminal networks from urban areas expanding their drug dealing activities into smaller towns and rural areas, often using young people to transport and sell drugs.
Lusby was described during the proceedings as having been a lively, funny and intelligent person from a loving family home. The case highlights concerns about how criminals target vulnerable young people, including those from stable backgrounds who may become susceptible due to bullying or other factors.
